To define how far Facility
Management extends,
let’s look at what the term
“facility” actually means.
The facility is the property where working activities
are performed,
but it is also used
when referring to all the
service activities.
When we refer to facility,
we therefore refer
to the container

of the working activity but also all the services required to make it function.
“Facility Management coordinates the physical work space with
the companies own human resources and business.
It integrates the principles of the economic and financial management
of companies, the architecture and the conduct and engineering sciences”.
The definition focuses on the planning, implementation and control process
by which the facilities (buildings and services required by the business) are identified,
specified, retrieved and disbursed with the purpose of providing and maintaining
predetermined levels of service that respond to the business demands, in a quality
environment with appropriate costs. The approach is integrated and multidisciplinary
and foresees the development and the implementation of standard policies
and processes that, with the drafting, planning, and rendering of services that support
primary activities, make the company capable of adapting to change and improving
levels of efficiency.
There are three main aspects of Facility Management:
• the Strategic aspect
• the Analytical aspect (Intelligence)
• the Management-Operating aspect (Service Management)
The strategic aspect concerns the decision regarding corporate policy on facility
management (internal, external or mixed) the responsibilities of management,
the implementation of corporate policies regarding retrieval, maintenance
and distribution of the resources to used to support corporate targets
(budget planning and management, cost allocation etc), the choice of the supplier etc.
The analytical aspect refers to the understanding Internal Clients have of their need
for services (expressed and not expressed) their control over management results
(efficiency in service rendering) and the identification of new technologies and techniques
which can support the company’s business. This is a vital and essential aspect to ensure
that FM does not hinder, but contributes to the achievement of corporate goals.
The management-operating aspect refers to the management and coordination
of all the services as a whole (not individual services) and includes the definition
of systems and procedures and the implementation and reengineering
of the rendered services.
